The Russian Federal Government recorded a budget gap of RUB 3.7 trillion in the first six months of 2025, or 1.7% of the GDP, from RUB 0.9 trillion in the same period last year, according to preliminary data from the finance ministry. The current figure aligned with the government's target for the year. Russia raised the 2025 budget estimate to 1.7% of the GDP in April from 0.5% after reducing the energy revenue forecast by 24%, amid an expected prolonged period of low oil prices. Spending during this period surged by 20.2% to RUB 21.28 trillion while revenues rose by only 2.8% RUB 17.6 trillion.
